Open a new file, around 300 x 250pixels.
with a black background.

Click the elliptical marquee then go to
its options and use these settings. This way
you'll have a
perfect circle. Make the circle on a seperate
layer then the background.
3) Click the paintbrush tool and select this
brush size.
4) Make a new layer.

Do this using the paintbrush tool. The black
and white things should be on the new layer
you made.

Next go to FILTER > BLUR > GAUSSIAN
BLUR and blur the black and white layer between
7-8.

Click on the layer with the red circle.
Go to LAYER > EFFECTS > BEVEL &
EMBOSS. use these settings
8) Go to LAYER > EFFECTS > DROP SHADOW
and use these settings

heres what mine looks like. I changed the
background color to white so that the drop
shadow would be visible.
